The trust-verification framework here is sharp. Exempting government employees from a paid leave program they're administering for private sector workers is exactly the kind of asymmetry that corrodes public confidence. I've seen similar dynamics with pension reforms where public sector carve-outs killed broader support. The Dostoevsky reference is apt, untested systems become selfdeception. Uniform contribution requirements aren't punitive, theyare the cost of legitimacy in low-trust environments.
